Returns valid times of database samples.

output:
Returns a row for each time sample in the given table for the given category (resolution).
Output columns are:
• time: string with format yyyy-mm-dd hh:mm:ss
• tsecs: Unix seconds, the number of seconds since 01/01/1970, GMT.
